The draft report from the company Cyber Ninjas found 99 additional votes for President Biden and 261 fewer votes for Mr. Trump in Maricopa County, the fast-growing region that includes Phoenix. The full review is set to be released on Friday.

It's not the ballot count that matters. It's how many of the ballots were LEGITIMATELY cast ballots
E.G. if you have 2.1m ballots with 100k fraudulent ballots mixed in, you still get 2.1m when you recount them
It was never expected that the simple recount would differ from what was counted previously
What matters is how many of the 2.1m ballots are confirmed as legitimate, and how many are NOT
