Room temperature...
It depends on the room. South Florida had a cold front move through this weekend with freezing temperatures across the state. Currently, it's 39F (3.88C) outside and the temperature inside is 61 (16.11C), mostly due to the high winds blowing into the jalousie window in my front door.My door faces the north and cold fronts normally come from the north. If you put your hand near the jalousie you can feel the wind passing through the glass slats.
I know, that's not very energy efficient in the summer especially when the cool air escapes from inside.
The past 2 months the a/c has been off and room temperature has been a nice 75 to 78. Should cold weather from this front remain, I'll tape some clear plastic over the window so the wind doesn't blow through.

Just like now our normal "room temperature" here is around 11c ...
But usually it's normally be like around 35c most time of the year..
I think , it actually means "The temperature above freezing point" ..
I see in the news that some places in the northeast were getting more than 2 feet of snow and 2 people died in New York while shoveling snow.
I was going to suggest putting plastic on the inside of your jalousie door window. When I had jalousies oh so long ago I always used visqueen to cover the inside to stop air leaks in or out. Then as soon as possible I replaced the window panes especially since they are a burglar's delight.
Since the wind blows into the apartment, I'll tape clear plastic on the outside.
Bahama shutters with small louver slats are commonplace around here.
They offer shade and (unless it's really windy) protection from the rain.
I wouldn't trust them in a hurricane.

I'm comfortable around 78F and that's 25.5C
