It really is a personal thing. Not one of those on your list meets my criteria, although I have nothing against them. You should define the question better...
And lets not forget singers whom you/we might never have even heard of. So how can we say?

Crazy horse was the greatest Signer of all time. Crazy Horse used the middle finger thrust up, followed by the middle finger thrust across at General George Custer just before the battle at the Little Big Horn. It nearly cost the Amerinds the battle because all the braves were laughing so hard they were falling off their horses.

I agree with many above me here who have stated that this is subjective and hard to put just one name on (and ignore the ones joking about your typo...we've all made those). I would add Whitney Houston, John Denver, Cher, Kelly Clarkson...and many more. There have been a lot of great singers, and I don't think that there is just one "best of all time".
