The strongest is to try and make a habit out of doing the right thing so that you can still do it when the chips are down. It's just second nature. We need our instincts intact for two reasons; confidence and for when the talking heads tell us that virtue is smothering your kids with a recycled plastic bag, abusing them wholesale to dodge flu etc.

The natural world survives on instinct whereas humans have consciousness and are capable of expressing themselves via language, so I would say instinct.
Conscience also aids in choosing right from wrong , so if we use instinct it's without the reason of conscious perception.

I don't see the two as opposites. Intelligence often conflicts with instinct, but if you're smart enough intelligence does not conflict with reason. The evil choice is never the one most likely to succeed over the long term and will cause internal conflict which is quite bad (often termed conscience).
