Part of my day involves reviewing manufacturers specifications for kitchen appliances. All of the documents can be viewed online or downloaded for reference. Most of the instructions are PDF versions of printed booklets that are included with each appliance. Owners manual, assembly instructions, parts list, etc.
Since they were formatted for print, they have to conform to certain methods used in the printing/bindery industry.
They start out with large pages, often 6 or 7 feet long sheets that get printed on both sides on huge printers. Then the pages get folded, stapled and the edges get trimmed creating booklets. Since the folding process yields an even number of pages, any booklet ending up with an odd number of pages has to have a filler page (usually) at the end. Some companies are thoughtful and add lines for notes and some companies leave a blank page so you don't think something is missing, they mark:
"THIS PAGE INTENTIONALLY LEFT BLANK"
