As far as speech, it comes down to he said she said. In this case he said they said. I can tell a group in a bar that I want to go shoot the governor. Now prove I meant it. Maybe it was rhetorical. Maybe I actually said I WISH I could shoot him. And then ask the group what I said and prove that is what I said and not what they think I said. Remember the old school round where kid one tells a story and it passes from kid to kid. Finally the last kid stands and tells it. And the first kid says that is NOT what I told.
Language is lots of interpretation. When a kid says it a bomb, now a days that means it is great. So should someone run to call cops because they are not aware of modern slang.
