You also said that you could apply for special permisson for a longer block of holiday. I imagine that would have to be open to long-distance family visits, but not necessarily open to longer recreational-only vacation.

Longer holidays will be a way of attracting those workers, or possibly might have some kind of impact upon work visas. I'm afraid I'm stumped with the 'acceptable to all' bit gven I doubt any organised religion would accept my hypothesis that the common theme is power and control.
