Every Police Department has a SOP, standard operating procedures and training. Obsiously, these officers felt they were above the law.
From what I read, Silva might have been confused and dysfunctional, not being able to respond to the officers lawful order. They might have asked him to move and since he was unable to reply coherently or obey the order, they used force.
The problem is that they were 7 officers beating him with batons and they must have been so enraged as they didn't stop.
These officers might be charged for excessive force and murder in 2nd degree. Maybe Federal civil right's violation if they hit him because he was Latino. It is sad part is for his family and compensation will not bring him back. cheers

That reminds me Z. I was stopped at a traffic light to make a left turn when a car the opposite way went through the red light and hit me straight on.
