All 3 exist wherever you are. You'll find all 3 in the Blue Pages of the phone book. Each of the three also maintains contacts with various NGOs. Explore all the alternatives, maximize your pleasant charm (you will be dealing with government bureaucrats), and be persistent. This is your path of opportunity. Good luck!

It's true, it takes mail to get mail. You won't get 100% response rate, and a lot you do will just be polite "no thanks" responses. But it only takes one to find that certain special someone, right?
Drive, that is; get your mind out of the gutter. How far would you drive (one way) to meet a CSer for a date, say, dinner? An hour? More? Less? Would it matter if you knew they were driving much farther themself to meet you? (Keep in mind that after dinner chances are you'd be driving home alone the same distance.)
I've received a few contacts I found unsuitable, most commonly because the woman lives impossibly far away, like say the other side of the earth. Nonetheless I respond with courtesy as there's no harm in having friends. If my own contacts were simply ignored or deleted, I reckon I'd just shrug and move on.
I'm a strat man myself. I never thought of it as an example of modern design before, but it certainly is a classic. Never read "Tiffany's," nor seen the movie, in fact. Read Capote's "In Cold Blood" though. Also a classic.
RE: Help and or Advice needed from my lovely fellow CS'ers :-)
Remember there are 3 levels of contacts:Federal (US)
State
Local (county/parish, city)
