When the Soviet Union was dismantled democracy was ushered in. It produced chaos, corruption and immense poverty. They needed a strong man like Putin was able to raise them up. Today Russia is financially and militarily strong again. They alone have the power to face the US.
Keep in mind that as long as the Soviet Union was powerful the US didn't dare to openly scavenge countries after countries.
