John simply recalls the ancient Jewish belief that God in the beginning created the Torah, and afterwards created everything else by consulting the Torah. The imagery is that of the master architect who first draws up the plan, then consulting the plan he builds the house.

Once he was called "god" by Thomas, the meaning is simply "power" if the term stands without the definite article and was applied to various human beings, such as Moses, Israel's judges, etc.

Moses was called "god" ("I will make you god to Pharaoh"), angels, Israel's judges, etc. The term is not specifically used of the Almighty.
