I dont think there is any connection between romance and money. I say this because Ive seen a few comments on other threads, albeit jokingly, regarding this.
In my opinion, the more money spent on a romantic gesture the less romantic it is..
But I do think that perhaps they are afraid to be, because of the laddette culture which pervades the world these days and they are afraid of offending a lady's femininist views..Women can be guilty of giving out mixed signals in this day and age.
I like it, personally, and consider it a great virtue.
