Well I disagree, firstly karma's have their causes, creating the cause for future wealth surely has wealth as an outcome. Lotto was invented by the catholic church to raise funds for the poor. However in Australia the government controls the lotto draws without public supervision, and government makes lots of profit from all lottery sales (about 60% of the take), isn't it then good to support mass murdering liars its called patriotic?

Me I think (a) you cannot win if you don't have a ticket (b) sowing the seed for future wealth is good karma particularly when you are a homeless person (c) depends also on how you calculate the odds whether or not you gain short term benefit or not
