RDM59: Yes, but only fairly recently when he saw what happened to Iraq and Afganistan, he wanted to make sure he didn't go the same way as them so he promised the west to stop his terrorist support. In return for that commitment to peace they lifted the trade embargoes, forgave his past atrocities but also got a nice slice of the oil exploration and sent in BP and Shell.

Gadaffi actually stated to try to appease the west long before Afgan. and Iraq. In fact he has been a bit more outspoken in these last few yrs. I'm guessing his outspokeness is an attempt to bolster his importance and power in the eyes of his country's citizens. (I think we all tend to forget that in that region of the world leaders are leaders because they are 'strong'. A leader that is perceived to be weak is soon outsted.)
