Found it.
Duterte wanted to purchase guns for the police. The US backed out of the deal. "Interesting".
Then I find that George Sorris is connected. "I should have guessed". He wants to funnel thousands of Muslims into the country.
Russia and China have not only offered guns, but ships and planes also.

Maybe then he just have to come out in the open and state it as is.
