Well for one thing it gave Saddam a reason to hate Israel lob some scuds at Israel years later in Gulf War 1.
And it gives Iran a reason to believe Israel is seriously threatening them because of their quest to build nuclear power plants and possibly bombs.
Third, it's a lesson on how to fool the world and start building bombs in the basement without getting caught.
Fourth it's a lesson on how nuclear bombs can be used to obtain favors from America and as a deterrent.

I'm glad their effectiveness as a weapon of death was so limited to the point of maybe killing less than a dozen people over years of trying and thousands fired. I suppose those who fired them off know that, but it is a matter of pride, to say they are 'resisting'.
On the other hand, the opposing side used this to further their aims and the net result is, I think, a loss for the Palistianian side, branding them as terrorists and killers of children in kindergarden. I bet more people in the US died from 4th of July fireworks in the past 10 years.

If they had access to better weapons they would use them. Using the Rockets is not like kids do on the 4th.
These rockets can and do kill.
The use of the rockets gives the Israeli's the right to retaliate.
