He should receive a full pardon if that is necessary for him to return to the USA. I ALSO think the U.S. Government should manufacture at least fifty statues of E. Snowden to be placed and displayed in each of the state's capital buildings.
and they should pay his salary to he had to carry three computers to Hong Kong then take two of those to Moscow, then manage correctly and advise on international affairs in dealing with a very high level of corruption within Republican Party.
They should pay his wages and expensive in full cause he did a good job

If he returns to the USA he will be tried for treason.
There is a new movies called SNOWDEN. It is being said that Oliver Stone, the director of the movie, got a lot of things wrong in the details. But one thing he got right was that Snowden accidentally saw how the NSA was spying on USA citizens.
You can say he did the country a favor by telling us what the NSA did or you say he committed treason. I personally have no favor for anyone who commits treason so I say no pardon. He doesn't deserve it.

Yes - Kelly told the truth about there being no WMD when Bush and Blair wanted war with Saddam regardless and was quietly "removed". We were all told it was suicide. Anyone who has worked for the Civil Service at that level or the MoD will tell you NO WAY. He was "silenced" on the orders of B liar GCHQ the SIB the Israeli SS and London CIA Pentagoons in case he told the truth to a newspaper so I reckon Mossad who specialise like the KGB actually did the job and the poison used was hushed up.

The question is, did Snowden disclose illegal acts? Did he disclose actions that were illegal under the laws of the U.S.A.?
Certainly he disclosed "classified" information, but classifying illegal acts, still doesn't make those acts legal. Disclosure in this case is no crime and is very much in the public interest imo.
If however, he disclosed "classified" information about perfectly legal, but maybe questionable acts, that would be a crime.
If the F.B.I. have evidence that he's committed a crime, then he should be charged and go to trial. Until that's done, a Presidential Pardon just isn't possible imo.
The solution as I see it , would be to allow Snowden to return to the U.S.A. and continue to live unshackled and as a free man, but to be subject to trial if evidence justifies that.

On the one hand he's a criminal, on the other hand so was his victim - apart from the ones who were innocent. What he's done is popular and let's ignore the strings - there are always strings - and assert that the ends justify the means. Pardon him.

A presidential pardon may be granted at any time, however, and as when Ford pardoned Nixon, the pardoned person need not yet have been convicted or even formally charged with a crime. WIKI

even if Obama pardoned him,and he'd return to the US,I doubt he would be secure in his person! Several 'ALPHABET-Services' would definitely be gunning for him!
