Johnny, Italy is a country where all generations of the family still live together on close quarters so there is a much higher chance of cross-contamination. Secondly, when the north of the country was infected, nobody took it seriously enough and instead of staying in their homes in the north, they all went to their holiday homes in the south, spreading the infection as they went. Thirdly, people in Italy like Spain live in close quarters to each other and kiss on meeting and basically have close relations with each other. There is no better way of spreading the infection.
John, there is no one 'best' country. Different countries do some things better than others. Scandinavian countries generally top the charts as the best countries to live in overall though, for overall standard of living.
Pat, I'd say people will be suing them if forced to vote in public instead of having to pay a fine. Putting people's lives in danger like that is criminal.
