What I think is the Sect of the State gave the DEM a choice to canvass every county in the state. To find the votes. Al the Global Weatherman Gore....figured he could find them in the 4 big DEM counties. So he ask for only those four to be canvassed.
Anyone of the Florida's other counties could have of had a unnoticed accounting error and missed their DEM count by the number needed.
