Where I live, most people pay no attention to the laws unless someone catches them breaking them.
I could care less what the federal government proclaims to the world.
It's all politics which boils down to money.
The media is not to be trusted either, because most of the news is propaganda. Again, the media makes it's money by keeping the people amused and misinformed.

It's a 2 1/2 hour drive to the ocean from here.
