Despite earlier rumours and the report above by Egyptian TV, Al Jazeera is getting reports that the Arab League will not call for a no-fly zone but instead will ask the UN Security Council to discuss the issue.

According to reports, the League could not get a unanimous vote which is required under article six of the Arab League constitution which states that when a member country is threatened by an Arab League proposal - the vote must be unanimous.

zeus911: Three updates here:

Firstly I confirm it was the "Tromp", have pictures, will post later. Next the Dutch Frigate has already terminated her short visit and has departed this afternoon at 2 pm... Thirdly, I had recently reported the departure of the Korean "Choi Young", well I was mistaken, they had just moved her across the harbour and guess being rather sick these last couple of days I didn't spot it.

So that makes yesterday's total to 5 warships from 4 nations!


As promised here's the pics, not just of the Tromp departure but a whole album of all the remaining ships with some closeups of the Indian vessels. Oh and there's me also in one shot to show that these pics are originals not copied from some website...

It appears that Egyptian state TV was right after all as it now is official:

The Arab League has officially requested the UN Security Council to impose a "no-fly" zone against any military action against the Libyan people," Amr Moussa, the Arab League secretary-general, said after a meeting of the group.

However in another resolution the group also calls for "no foreign military intervention" in Libya.

Both decisions were said to have been reached "unanimously", though some earlier reports had indicated some indecisiveness by Syria and Algeria.

While both resolutions appear somewhat contradictory, it seems the latter is implying ground troops since some "foreign intervention" is obviously expected to implement the former measure.

Well naval movements continue... As I hinted this morning (for who was vigilant) today was to be a busy and significant day at the Valletta harbour...

Around 45 mins ago the large Indian Navy amphibous docking vessel, the "INS Jalawasha" left our harbour. Just now as I write, the Destroyer "INS Mysore" followed its sister ship (see pictures above).

As from this morning, that makes it the 4th Naval warship to leave harbour following the departures of the British Frigate "HMS Cumberland" at around 10:00 am, and subsequently the Royal Dutch Navy Frigate "HNLMS Tromp" at around 2:00 pm.

Left in the harbour is the South Korean Destroyer "ROKS Choi Young" which is ALSO to leave tonight...

Saif al-Islam declared today that "Now 90 percent of the country is under our control and soon it will be all over". Speaking to reporters of Italian dailies 'Corriere della Sera' and 'Repubblica', Saif described Berlusconi's turn-around from friend to foe as an act of "treason", threatened "economic retaliation" and had some hard words for the ex-friendly country:

"We are shocked and even irritated by your position," he said, addressing Italy. "When you betray a partner how do you think he will react?"

"The message to Italy is very simple: the Libyan people are united and soon we will win against the terrorists. Then we will settle accounts with the rest of the world."

Asked about France's recognition of the Rebel Committee, he dismissed French President Nicolas Sarkozy as "bizarre".

"He is talking about people who proclaimed themselves the 'Council for Libya.' But who are they? Did you see elections take place? A referendum?"

Of course, he also had some nice word for the rebels themselves
describing the insurgents as "a snake that strikes without warning."

"These terrorists are not speaking about democracy, elections or values. They are simple terrorists."

Even if yesterday the regime offered an amnesty to rebels who relinquish their arms, Saif swore there would be "a war to the end."

I hate calling the Libyan's that r fighting for their freedom, Rebels or anti-anything....would freedom fighter's be appropriate?

Yes they all left harbour today, that's 5 warships in around 8 hours, which will practically double the number of warships already in the vicinity with another further 2 US warships joining after having cleared the Suez canal earlier.

Even China is reported to have sent the "Xuzhou" missile frigate, which vessel was re-deployed from off Somalia and may already be in the area. In this ground-breaking decision, which sees a Chinese military vessel in the mediterranean after hundreds of years, which however is quite unlikely to join in any military action and more likely to safegaurd any residual evacuation of Chinese citizens.

All this apparent intensification of naval warship presence in the region is now more significative in view of the earlier declaration of a support for a no-fly zone by the Arab League.

This of course does not mean that a no-fly zone will be implemented for the cautious western nations will seek a Nato or a Security Council approval before any action. Still the Arab League's green-light will surely serve as a catalyst to any such decisions and has in effect added pressure to do so.

But in any case I wouldn't expect anything before the 15th.

An Al Jazeera cameraman Ali Hassan Al Jaber has been killed in what appears to have been an ambush near the rebel-held city of Benghazi in eastern Libya.

The cameraman was returning to Benghazi from a nearby town when unknown fighters opened fire on a car he and his colleagues were travelling in. Two people including Al Jaber were shot. Al Jaber was rushed to hospital, but did not survive.

Al Jazeera's Tony Birtley, reporting from Benghazi, said Al Jaber was hit by three shots and was wounded through the heart.

Notwithstanding Al Jazeera's arabic background the news channel has not been seen in good light from Tripoli which claimed that it was spreading lies and western propaganda, even going as far as transmitting jamming signals to block its reception.

Yes rebels sounds too negative, and I myself struggle at times to find alternate words though most news reports still use that. Freedom fighters does come to mind but that does have a connotation of resistance or fighting an invader in an occupied zone.

Good morning to all as Malta wakes up from a night of very strong winds and rainstorms to a still windy and rainy grey day. Surely wasn't the best time for all those warships to set sail in heavy seas and the more reason one expects they're heading to an important rendezvous.

Our morning also finds Gaddafi's loyal troops heading eastwards in their quest to stamp out the rebellion. Following the fall of Ras Lanuf, unconfirmed news comes of a similar fate for Brega. If true, the loyalists will be getting ever closer to the capital of the opposition forces, Benghazi. Other reports come in about attacks on Misurata, Libya's third largest city and the westernmost city still in opposition hands.

From the outset of the anti-Gaddafi revolt in Libya, Mr Cameron has seized upon the crisis as an opportunity to make his mark on the world stage.

The British prime minister was the first world leader to propose the establishment of a no-fly zone to protect the rebels, and has been at the forefront of diplomatic efforts to halt the Gaddafi regime's brutal repression of its people.

He has even succeeded in joining forces with French President Nicolas Sarkozy to pressure EU leaders to impose a no-fly zone which, given France's historic tendency to do the opposite of anything Britain wants, must be something of a first.

Indeed, if anything, Mr Sarkozy has been even more gung-ho than Mr Cameron in his condemnation of Colonel Muammar Gaddafi, even going so far as to recognise the Libyan rebel council, a somewhat foolhardy move given that no one seems to have a clear idea of what the rebels actually stand for.

William Hague's diplomatic overtures to reach out to the rebels last week suffered an embarrassing rebuff when the joint MI6/SAS team sent to open a dialogue with the rebels was unceremoniously ordered to leave.

"There's a lot of concern here, a lot going on, a lot of misinformation, a lot of rumours, a lot of speculation, and a lot of worried people at the moment.

"As far as the national transitional council is concerned, they are saying that they are still fighting and that they are still in control.

"However, they say that they need international help. I think they admit openly that this is the only way out for them - international intervention of some kind, is the only way that they are going to win.

"Ten days ago, they were on the advance but now they are on the retreat.

Prime Minster Cameron and President Obama discussed one on March 8,2011.

I know just being time picky.....

Zues...are there any reports out to what happens to the local civilians after Gaddafi forces retakes a rebell held town or city?
If civilian atrocities are to occur, that is when it likely to happen.
