The cheering I am quoting above is in Benghazi square which I am seeing live on Al Jazeera...
Thousands of Libyans jubilant in Benghazi square in spontaneous celebrations, dancing, shouting with joy, waving the pre-revolutionary tricolor flags and even shots can be heard as people are firing shots in the air... It is almost emotional to watch smiles return to these people's face whose hopes had been shattered until moments ago... if anything this will give them the courage and will to hold strong until help reaches them.

Better than being slaughtered by ur own government. No doubt how it would have ended if the UN had not stepped in...Gaddafi made that perfectly clear....
ok now that the diplomatic hurdles of a no-fly zone have been overcome, we have to see how the practical and military issues are to be overcome.
For a start, the US aircraft carrier "USS Enterprise" is still in the red sea and Egypt has categorically stated that it will not participate in this intervention. It is therefore still to be seen whether Egypt will open its airspace fro potential aircraft leaving off the Enterprise to reach Libya.
Failing that, the US is limited to utilise aircraft on the "USS Kearsarge" which is equipped with some vertical take-off harriers.
However news from Italy reports that the country is to allow miltary bases on its soil to be utilized for this cause. The country which is a strong trading partner with Libya and also has close ties to the Libyan leader had previously shown reluctance to actively participate in any such intervention.
UN security council approved a 'no fly' zone for Libya.
Five countries abstained......Russia, China were two of the five.
key terms are "nations are to establish on all flights in airspace of Libya Arab Jamahirinya in order to help protect civilians."
It authorises UN members to take all "necessary measures...to protect civlians and civilian populated areas under threat of attack in the Libyan Arab Jamahirinya, including Benghazi, while excluding a foreign occupation force of any form on any part of Libya."
Now does the world have the will political power to enforce it?
The Former Libyan Interior Minister now the Deputy Foreign Minister speaking now in Tripoli has released preliminary comments on the the UN resolution.
Libya officially thanked the abstending countries and mentioned by name, on mentioning Germany, he commented "what a surprise!".
Commenting on the "protection of the civilians", he said that he welcomes that and also regarding the point that wishes to see the unity of the Libyan territory, he also welcomed that and stated that this is also Tripoli's intentions.
"The challenge now on the international community is that they should not arm the rebels as if so they would be inviting libyans to kill each other. We will deal positively with the resolution, and the intention of the Libyan army and police IS to protect the civilians and to guarantee medical supplies." the Minister said amongst other comments.
