Only asking for clarification because in your own words and since you've been defending him and speaking for him that would mean you identify with prince Andrew and his actions and experiences! And I don't think there are that many people walking around feeling proud of him!

You are obviously not familiar with how long it takes to process trauma and to be able to talk about it. Some people are quite "old" by the time they are able to face what happened to them. And that is one of the reasons many rapists and abusers get away with it because their victims are unable to come forward with the accusations and emotionally deal with the fall out. And in many countries and states after a certain time the perpetrators can no longer be prosecuted ...

Out of courts settlements are often "offered" to the victim so that the perpetrator doesn't have to go to court and be proven guilty without a doubt. The offer is usually so huge it's an offer the victim can't refuse. Unless the victim feels that getting the perpetrator to jail is more important than the financial offer. In this case there's probably little chance that Andrew would go to jail but it would cause a lot of harm to the royals. So the offer I would imagine would have to be substantial to "keep her quiet"
