From a man's point of view of your situation...if he's not sure enough about you, and the possibilities...with you...then he is "playing" you...weather he admits it or not!
With his continued involvement with you i.e. looking at your profile, etc, etc...he may be just seeing how much of a reaction he can get out of you.
Men usually know what they (we) want, and apparently you didn't have the amount of whatever it was, to get him to say "yes" to a commitment! By refusing, he is NOT sure...he may think that there is still something out there better!
