If the feeling involves someone you care about it might be a good idea to talk to them about it, leave it in their court to do something about it.

Not sure I agree with you to judge harshly, but I do understand where you're coming from.
I think its better to give people chances then giving them the impression they have to prove themselves to you... there again, it depends on many things.
