Mentioned a few times, we don't own the the things we do and say here. They become the property of CS as soon as you post them online. It's a business and the website is owned by others with no guarantee that what we say will remain.
So, it's a good idea not to forget the blogs and forum threads are volatile to the point of keeping an online diary where some pages will get torn out out from time-to-time. If it's super important, keep a copy on your computer or other site in the event of a disappearance.
I got my answer... The Florida Division of Emergency Management apologized and took responsibility for the alert in a tweet and stated that it would take "appropriate action to ensure this will never happen again and that only true emergencies are sent as alerts in the middle of the night."

My house in Miami never flooded. I'm not sure of the height above sea level. It could rain solid for 2 days and wouldn't get to the first walkway step. 5 blocks north of me dropped down enough to flood. Some of the houses were built up a few feet... some weren't. My uncle lived in Miami Springs and they had seasonal floods where the water came to the door and you look across the 'river' to your neighbors. Drainage was poor and it was usually a few days for the levels to drop.
I'm on the 2nd floor now, but the parking lot flooded 4 years ago because the surge pumps didn't come on. The low spots had water half-way up the doors. My car drowned from that incident.
In the 70's I toured the East coast of Canada playing gigs in Fredericton, Moncton and Halifax. We drove in an old Ford van with a U-Hauler trailer in tow loaded with equipment. Some of the roads had been capped and the drive was okay, just a little scary going over hills. The following year the same roads were distressed. I'm told the water soaks into the asphalt and freezes. When that happens it breaks off chunks of the new road and the potholes return.
I removed the watch and applied some cortisone. All the settings on the app reset. Later in the evening, I put the watch on again with the band in a loosened setting.
You have to keep the wristband tight in order to get (somewhat) accurate results.
Taking a 45 minute nap around 11pm, I was up again working on some estimates and correspondence. I didn't get into bed until 2am. When I got up and checked the update, the watch connected the nap, in between time and sleep time into one 8 hour session with 3.5 hours of deep sleep.
Windy and rain this morning, I cut my morning walk short with 1535 steps, 3/4 mile and 83 calories.

WOW... CW, thanks for the comment! I totally forgot. A few months ago I was watching a YouTube video about Nikola Tesla and it said he was using homing pigeons to send secret messages... but to who they didn't know.
Yes, a long lost means of communication. I'll have to read up on that now to see the origin of using them as I've seen a few Chinese videos where the scouts would send back messages to army commanders to let them know locations of the enemy.
