The policy idea gets to various local and state governing bodies to look at current legislation and current rules and see where they can be "improved" and then legislation is proposed.... and then....

Their is no science to climate change because valid supporting longitudinal data don't exist. just like science can age fossiles in rocks for goodness sake (carbon dating and other such measurements) - so too can change be measured. The Canadian shoved a hollow metal pole so far down into the earth in the north ice - and they could measure the chemical compounds of the makeup of the ice to determine the bugs and microbes in the ice, and oxygen etc to figure out what it was like when that layer was formed... the deeper they go, the further back in time it measures...

I think sometimes the world is right about Americans when they say we don't know much about ourselves or our geography. We are woefully politically and socially ignorant as to how things get done in America.

It is not about private enterprise or private businesses. We have major institutions that operate in very successful ways. and yet some many of us are stupid when it comes to how our government works to address the needs of the people.

and our media is plays upon our fears and gives us extreme and extra ordinary examples that play on the myths about us. If you look at the 308 million of us..... you are bound to find crazy stories about what does not work in America. but if you look at most of us....

we want to prosper - so lets look at the policy changes that are being proposed. Let's ask congress to get off their bickering backsides and work.

Yes unfortunately the political figures do help Americans prosper. There is a process. There are three branches of government. It starts with a policy idea. It must go to the local politicians and government folks in the individual States.

And as far as the homeless - the federal government give billions to States to end homelessness. I know because I work in this arena - and their policies and implementation plan are working - it is not perfect - it requires the States and local governments, charities, not profit organizations, community leaders to see to how the community needs to address the individual issues in their own community.

This Thursday we are conducting a census of our homeless population. Every community does this. We count from 11 at night to well into the morning all those people that are sleeping in places that are unfit for human habitation. We survey all those in our shelters.

I cannot speak to how policy in the military works - it needs to be improved.

He talked about looking at policy that works - don't get stuck in the muck and mire of what isn't working, or on the literal words of his speech.....

How do you think our country got the point where we (in history) got free public schools? How do you think our country developed child labor laws? Do you just think a president says lets do it and it gets done? It takes congress and state government and committees to develop implementation policies.

I am waiting in line (hour and a quarter) for some delicious fresh baked Knaus Berry farm 9 grain bread.... and the line winds it's way around a lovely miniature rosebush.

So my father used to tell about the time he was flying maneuvers, very high up - air was thin (military jet pilot) and the aircraft (Voodoo? or Golden Hawk?) cockpit canopy opened, he lost air pressure, he had to dive back into a lower altitude fast.

He dropped back, flipped his craft upside down, dove down, and at the same time grabbed the latch on the canopy and shut it. He said he felt a hand nudging him to wake up, pull out of the spin and ending up causing a sonic boom over Paris....

so the story goes sometime around 1958-63?
