Our local and State gov't are bending over backwards not to affront Moslems. Like this High School in the UK. Fearing law suits and bad press.

But you cannot sooth one religious group with out angering the other groups....just as these mostly Christian families were on this. They will see bias and favortism.

Gov't agencies should know thier policies and thier regulations well enough to keep religion from any major faith becoming a focal point.
What happened in England....was some could not say 'no' to the idea of this infringement of their student's faith and beliefs.

So can the school board, the principle and the teachers that supported this.

A small news story coming from the UK. A High School there.....made thier students......wear Moslem dress AND pray to Alla......in a cultural
enlightenment program. Parents are up in arms.

Saying if you made Moslem's pray as a Christian in a public place....there would be religous violence.

This is going to be interesting.....suspect some School leaders/teachers are going be in the unemployment lines soon.

One consulting project prior to 9/11 was a oil project, that I had been invited to consult on by a group of Ukrinaians. It was a 6 billion usd project that was off shore and onshore drilling. a pipeline to a marine terminal. storage facilities.

I was to be the technical consultant finding US and European comapnies willing to do the work and birng new advanced oil
technologies into it. It would take about 3 years to complete.
Let em say that again....once started...it would take 3 years
to complete.

The Alaskan pipeline and Anwar oil field was a 4 year project once started.

Offshore oil is the placing of a floating or sea based platform over the area you wish to drill. Connecting often is a sea laying flexible pipe that take the crude to the shore or storage facility. This is lay by a
vessel. Placing the platform is done by ocean tugs and service vessels.

It largely done by vessel and automated systems. Once you know where you wish to drill.

These 5-10 year estimates of when wells would be producing seem
to me to exagerrated. If you have surveyed or have a active field that is yielding crude.....then you are really down to the pshyical aspects of drilling and laying pipe to your storage. 3 maybe a 4 year deal. It depends on the depth you have to drill in the Earth as well.

My concern is not having enough offshore drilling rigs avialable for the number of offshore fields that can be drilled. Globally they are moved around from various sites.....I am not sure with the past restriction on off shore drilling....how many are in the US waters. Most right now....are in foreign waters...I think.

That reminds :-) of a cartoon made just after WWI. Mickie Mouse and
Plutoon were a dog fight with the Red Baron....who was shooting pieces of thier aircraft.

Mickie would order Plutoon out on the wing to hold first the flap....then aerlieron....then rudder.....ect, ect, ect on to the aircraft to keep it flying.....Plutoon is holding the aircraft together with tail, tooth, and paws.

Maybe Obama saw the same cartoon?

LOL........I have had raw recruits on the firing line for the first time.....doing exactly that. They were holding their breath so hard.....and trying to get a sight picture with the shakes, that
it had to be like a like a flickering black and white movie to them.
I wanted to shoot the target for them, just to get them out their misery.

Ever have a a weapon instructor say to you....after you have missed
the target about 10 times....."I don't care what you put a hole in,
but put a hole in something?":-)

My favorite was this. I was training a woman company of 200. They were going thru a fire and movement course at a test stage. I was the one testing them on claymore mines. They had to low crawl out to place the mine while their buddy covered for them. Then crawl back to the position....make the final connection...then fire this dummy claymore.

I am so glad it was a dummy. I would go out and inspect thier wiring of it.....about 1/2 the time the claymore was facing and firing to the fighting position. I would pick up and bring the claymore back .....show them the little words on it "This side to the enemy, front and back" and say........"Ladies, we are not the enemy today.":-)

Skybow...on Halliburton. I read you post. Quickly prior to shutting down yesterday. And got the drift of it. If I miss something in the
reply, do ask. My take on Halliburton and Iraq is likely different than most.

First a question to answer. Do I have a connection to Halliburton?
No. I could have when the Iraqi reconstruction was first being developed. So let me explain that first. As the invasion was winding down, and reconstruction was being discussed, I saw an opportunity to provide a geopolitical consulting service to it.

We have done reconstructions in the past.....post WWII Japan, Germany and Europe....and they are very well documented. So my idea was to use that documentation of prior reconstructions to advise
on this Iraqi reconstruction. Using the indexes of the books, I could locate just about any topic of interest for them.

I read some of the books just to get an idea of what we were looking at in the Iraq reconstruction. Realized, it was a big....a very big task that had been taken on. Let me give a few examples. In post WWII
Japan, did you know that Gen. MacAuthor had so much power in the
reconstruction phase....he was actually approving the Constitution that the Japanese were writing? Just everything that was done in Japan, went across his desk. Washington centralized the reconstruction and gave him full power over it.

While in Europe it was different. Here you had three major allies (US, UK, France) that had to cooperate to make the German and Europe
reconstuction occur. The Marshall Plan. Gen. Marchall came up with the idea to parity our dollar with the aid value given by way. He said 'a dollar of an item here in the US, should not be of any more or less in value that a dollar of a item in Eurupe'. In other words, we were not going to make money off the reconstruction of Europe. Off the contracts yes, off the suffering of the Europeans, no. So you really had two different models on how to do this. My idea was to offer them consulting services from these histories of these WWII and South Korean reconstruction programs to help answer the problems they were getting into in Iraq. I submitted the idea, but was not extended a contract on it. So no relationship to Halliburton.

I think I am sitting here looking at the reason 'why' those ground delays at major airports have been so long prior to take offs.

I have FAA Advisory Circular (AC) Titled "Airspace Flow Program (AFP)' in front of me. It is a recent release of a new program the (AFP). The Gov't is tricky like that they title and then use the letters in the acronm, saves inks too.

Let me give a couple of quotes and you will see what this is about.

1. PURPOSE. The Advisory Circular replaces AC 90-102 and provides guidance to customers of the National Airspace (NAS) regarding changes to the traffic management process managing flights a constrainted area with an Airspace Flow Program (AFP).

Example of constaints include thunderstorm activity, turbulence and 'periods of excess demand'. quotes mine

2. Why was the AFP Developed?
A ground delay program (GDP) is used by traffic managers to meter the flow of arrival traffic at an airport where demand exceed capacity because of weather or congestion.

They are basically saying they will keep you on the ground to keep the runways open for arriving aircraft. This is a real important safe aspect to understand here. Arriving aircraft are at the point where their fuel is the lowest. By FAA regulation they are suppose to have a 45 minute reserve. But often weather, in head winds and route diversion will cause them to eat into this reserve. So the FAA wants to give a priority to the landing aircraft over the departing aircraft that are safe on the ground. Running out of fuel is one of the leading reasons for aviation accidents.

So went it is congested this GDP program was keeping flights on the ground from doing a takeoff.

Next quote referring to the GDP. "This approach was ineffiencent because it often delayed flights that did not directly contribute to the problem and assigned no delay to other flights that tranversed the constrained airspace. Additionally, this method meant that a small subset of airports, usually those with the greatest demand, incurred a disproportionate amount of delays."

The AC goes on to explain how the APP will correct the problems cause by the GRD in our countries NAS by using a FSM that sends EDCTs to FAA's ATCs facilities..............:-)....don't you just love it!

Also that the FAA was pressured by the air carrier to modify the GRD in some manner, the AFP is what they came up with. So maybe at a airport near you, in the future....that 2, 3, 4+ hour ground wait prior to takeoff will not be occurring as much.

Also Orlando International Airport (OIA) our biggie here in Central Florida, has had about 15% reduction in flights, because the air carriers are cutting back on routes because of the fuel prices. Likely more than the AFP, this will solve the long wait prior to takeoffs that many have expereinced in the recent years. Because it is a real reduction of the congestion ....that brought about GRPs, AFPs, EDCTs,
and FSMs....:-)...which have me congested at this time as well.

My expertise is more with electronics systems, technologies, and
DoD systems. I did some Gov't bid referal work for a time. And found some funny regs in doing bid referral in regards to military systems...this was in the late 90s.

So welfare is not really an good area for me.

Your oversight agencies are your biggest and best way to keep wasteful gov't from occurring in my opinion. Indy has already said....a new agency to watch the bidding process.

GAO does not do a bad job. I would hate to have them turning their flock of accountants and attroneys loose on me. That is truely a scarry thought. Combine a accoutant and attroney together and what you do you have? A pit bull that Micheal Vic had.:-)

But the problem with GAO...is their expertise in technical areas. The electronics and technolgists systems that are being designed by a Computer Scientitist, a Nuclear Physists, etc. almost take someone in the field to understand and to evaulate properly.

The air tanker contract is a good example. That Airbus/Northrup air tanker is a advnaced system. How does GAO know that the Air Force
evaulation is off? Do they have years of aviation expereince? having they been flying heavy aircraft with refueling abilites? They are looking at a complaint by a competing vendor on the evualation process itself.

They have shut down the flow of information we did have by citing terrorist activity's. I'm sure they are hiding more under that umbrella than National Security Secrets. So it will be very difficult to find out any straight facts until much later, maybe it will be too late for us to force different action and cleaner government practices, maybe not I don't know.

Been going for generations, Sjy is what I am trying to say. Big Business and Big Government have hand in hand for many years and in many industries.

Not always to the harm of the country and its people. Gov't contracts
are still most often awarded to the best supplier, best product and best price. But the idea that pure competition will alway get you better (item, price, design) also has to fit with the manufacturing and designs abilities of the firm.

You can look back at military weapon contracts till WWII. Some were good....some were average....some were great. Competition at the
early stage was often how innovative the firm was....in thier design.
Then when put into a head to head competition with the others, Gov't would get the best pic of the lot. That is the theory.

But that is not how it works. Politics come into the game. Think not?
Boeing Corp getting a GAO review of the recent Airbus/Northrup Air tanker contract. All Boeing needed to do was to show Air Force errors on some areas of the evaulation process and the contract is held up. Congressmen from both parties chime in. White House/DoD/ Air Force are all now put into dark to when a vitally needed system will be coming their way.

Boeing considers it a win. A major competitor is held up in beginning a contract....and they still might wrangle a contract out it. But if you are flying an old Boeing tanker and if you are fighter jock coming from a hot area and need a load of gas in the future.....and if you are planning to use that new tanker in some air operations 5 years from now.....well not a good thing when politics are played on gov't contracts.

Shifting to gov't waste. It is there...when they pay large dollars for basic items like hammers and screw drivers....you know. But then they also have some very advanced systems.....like a F-22 or V-22 or B-2....
and there is billions of $ on the table. They do it with professionalism most often. On these advanced system how many times do you see kickback to Gov't officials making the buying decision with billions on the line? Few and far between, yes?

What happens is inexpereinced gov't buyers are buying hammer and screw drivers. People just learning their career and business. Those making a decision on a B-2, they have been doing it for a long while.
Like anything...the inexpereinced get bite.....while those that have had a career in the field....understand the pitfalls.

I am not saying the GWB administration did not have a relationship with big oil. Saying that just about every American that comes into
Gov't service has a relationship with an industry or business at some point in thier life. Saying that you can have a relationship with an industry and participate in it in a ethical manner that is postive to the needs of the country. Even if there are some match sticks on the table as you lay the cards down.:-)

Also saying that the left and the media have a very close relationship right now. Very kissy kissy when it come to reporting the Iraq war, the energy issues, and these little fish that have to swim the rivers of guidelines, editting, and political leaning of thier larger corporations.

Skybow.....old families that have ties to old money and old industry. Bush family has been in the oil business for years and generations. My family has been in citrus and agriculture for years and generations.
Coors has been in beer for years and generations.

Just having a long time relationship in a industry doesnot mean that you have taken advantage of it....with corrution or with influencing....
what it usually means.....is you are pretty good at it.

True story. Ever hear of the dirty dozen? Not the movie. The 1920-30s industry tycoons that made America? Ford, Edison, Carngie, Buick, and others of the time. Exception of Howard Hughes.....:-)

Anyways these guys all live in the mid west....and they would meet
monthly to play cards in my home town north of Detriot. Now even then they have collusion laws in business that would force companies to make competitive bids and not fix prices. But these guys are running mammouth businesses. And the only parties to solve thier
problems were each other.

Example.....Carngie made steel......Ford needed steel for his cars.....
Carngie need coaled to make the steel.....my grandfather (a member of the group) distributed coal. They would sit monthly in my home town....playing games of bridge. Each smoked....so they had wooden match sticks....on the tables. None brough paper to the games. But as they circulated tables, they used the match sticks to get the estimate orders from the others. They cheated and cut firms out of the competitive bid process. They knew exactly how much they had to produce and order to fullfill each others contracts.

The press that frequently was there to see them and interveiw them...never caught on to how they did it. But they knew that they had to get timely information on what these key contracts were going to be....to make their industries work. Hence the dirty dozen card club.

Technically they cheated. They also employed 100,000s, put our country on wheels instead of horses, put electric light and phone service into our homes and businesses, and even prepped our country to go to a wartime industry for WWII.....all at this card club.

So let us say....that GBW and his family has a direct ties business links to the bin Laden family. So what? You have to show that those ties and business links had a direct relationships to Osama bin Laden and contributed to 9/11. Just knowing and having a business relationship with someone family does not make you involved in one of thier families members crimes against humanity.

You know me.....the next I go and do some 'rouge act'....you want to have it said...skybow helped him do it? Not likely.

I'm sure those same Professional Journalist would love to speak their minds but instead either follow policy's and rules set by the not so liberal owners or they find themselves fired.

Little fish need to have the intregrity and freedom to tell honest stories, Skybow. Is my opinion.

But the reporters and media people take the job assignment at the direction of the editor or production company....that is asking them for a certain 'kind' of story. Sometime even to the direction of what the story is about entirely. Add in 'diversity guidelines' of your professional society. And the political leanings of your ownership company....how many of these little fish......will swim upstream against that?

They know the only way thier story make press or thier segment make air.....is that it meets these guidelines, directions, political leanings.
So? They, the little fish, are being taken with the current of the Professional Society, thier company, and thier ownership company. And we are getting less than honest reporting from it.

Remember the post a thread back....where the woman soldier was counting the supporters of McCain and Obama poll in Baghdad and said it was 56 McCain and 4 Obama....then when the segment made the air....it was editted? And only the results from Obama were made known? That is what comes this kind of thing. Even if the reporter gave the right figures to the production teams....they come in edit the story to thier leaning....and these guidelines....and to the political leaning of the ownership company. Everyone is doing protect their own tush in this. And honest and accurate reporting is getting clobbered in the process.

Seems to me that if these media organization exist for making profit. Then they have lost thier first calling of honest reporting to the American public. They sound a lot like major oil firms making that $4 at the pumb. That maybe have lost thier first calling as well......making a quality product at a fair price.

Presently the media is giving us $4 per price pump price stories out the yazoo. Why are they not giving us energy stories of how to solve the problem? Easy to place a photo of $4 on the screen......and then say 'highest figure in all-time'. Is an accurate statment.....so is more offshore drilling.....two firms began to do offshore survey for it..was a yahoo story a few hours ago. Now? Gone.....was posted online for only a couple of hours. Such a game media is playing. Positive Obama stories stay up and get prominate position in the paper or site. McCain stories get buried and pulled.

Anyways.....modern media, kos and huffiginton post and the others.....all wish to tell us 'thier truth' to the events and people in politics. Personally, I think that they would be 'more creditable' if they were not so baised in tell their truth. And all the majors fall into same light here. If they are keeping their reporters from telling honest stories....with guidelines, pressure and influence...then they serve us poorly.

From what Indy said earlier in a post....Obama has taken oil money as well. Most of the Dem in Congress have as well. Trying to seprate a politician from oil money and oil PACs at this point is like trying the seperate clouds in the sky from the air around them.

The only solid connection of GWB to the bin Ladens that I have seen.
Is when post 9/11, he gave thier plane permission to exit the country.
I think he realised having first a kangeroo court and then neck tie party in the US for the bin Laden family was not going to be conductive to the GWOT. Even though AlQeada had not taken responsilbity for 9/11.....everyone knew that it was likely a AlQeada attack and OBL was head of it.

Every family has a rouge in it....I am the one of my family....:-).....OBL is of the bin Laden family. Only I don't kill people with out cause. Look for direct dealing between the Bushs and binLadens if you wish to make the connection stronger, skybow. Or ones that they are hiding. But Obama knows Rev. Wrights....Obama knows Ayers....he did not come foreward and say....hey world...I got a radical preacher and a buddy of mine is a weatherman. Association attacks are just that....unless you got the goods.

Is GWB oil? Sure so are many other Americans....both Dem and Rep. One of the reasons that the country elected him in 2000 and 2004, was he had those connections to oil....that Gore and Kerry did not. They wanted someone that 'understood oil' to be in the Presidency. Look how many times, Congress has blocked his energy legislation over the years? Specially in the last two years.

Yep the Oval Office is going to need a new set of AC for it. It is going to warm in there...for sure. So do you put a roockie into the game at a key point, or do you go with the old timer? I think that the Dem are appling the pocket book strategy.

They know that gas prices and food prices.....even the mortage crisis....have American in a whirl right now. The longer they have it going on. The more media attention it gets. The less media attention
to GWOT and Iraq.....McCains strong suits.

Also the Dem are offering 'free medical care' and other buy outs directly from the Federall gov't...that in theory place money in your pocket. The free bees of the socialist system.

So they see it as the longer and harder the economy dumps.....the better it is for them in November.

The problem is that they are part of the dump. Thier refusing offshore,
flew fuel, ethanol, and other energy programs helped lead to the economy crisis. They were in charge of Congress during most of
the Gas hikes....and the mortage crisis. They are the 'voice of the people'. They were not sending out a real clear message to big oil,
to big RE, and to foreign job lost.....more like a nice quiet....oh please don't do that.

Basically they hope to buy our votes in November from the economic crisis that they help make.
