My mother worked as a geriatric nurse ... and the NHS geriatric wards were all closed and the elderly who needed proper nursing care were pushed off it to privately run 'care homes' which were a much lower lesser than 'nursing' standards!
So, she was pushed into a retraining programme to deal with a shortage of psych nurses ... the local hospital / institution was arranged much along the lines of a village and the residents lived pretty decent lives ... sure, there was a degree of confinement but even that was managed decently and those who were well enough made trips into the local city and (areas of) hospital and grounds regularly hosted community events. As far as I could tell, and from what my mother told me, these were people with 'particular needs' who found it extremely difficult to cope with 'life as we know it' and, as much anything, could cope reasonably inside a controlled / quieter / less extreme environment (by that I mean extremes of change and speed of change)
Essentially that they were able to cope with their familar surroundings ... not so much the harshnesses of the wider world... people in the local villages grew to know them and if a resident 'got lost' we knew who could accept help (pop them in the car and run them back) and who would get distressed (make a phone call and let hospital know where they were )
It's also fair to say that some institutions were cruel and heartless places though perhaps the US was worse?
But the decision was made US and UK that 'integration' was the way to go ... so, we lost the 'special needs' places (hospitals and schools) and troubled people with less capacity were forced out of their familiar surroundings and into a world they were unable to cope with ...
The Bean Counters were happy ... but they were the only ones!
Perhaps it was karmic that both Regan and Thatcher suffered the loss of their own minds and died after a period of (Altzheners / dementia ) ?

Down here (NZ) people are 'making stars of themselves' by claiming and using 'nutter' ... believe it or not ( and I encourage you NOT to believe it but to research it yourself) we have a bloke called Willy Jackson who both hosted a show called " The Nutter's Club " and got himself voted into parliament almost solely on the basis of his mental health problems ...
I'm all in favour of helping people who suffer distressing conditions ... and I also have to question the rationality of placing decisions of national importance in the hands of people who are / claim and claim notoriety off the back of their real (and/or) claimed insanity ?
I'll 'play devil's advocate' and ask is there a risk of glorifying mental illness rather than just removing the stigma?
And I'll push the frontier a little ...Very may people who suffer MH issues are remarkably intelligent ... and they (appear) to 'exploit' their issues to gain advantages that are denied to 'regular folk' ?
It's a damned hard life when one is NOT a member of some minority these days ...
