The obvious answer is to scrap it and buy a proper PC
But
PC's that use windows based software will always have the hard drive accessed by whatever the computer is doing, Windows is based on MSDOS Micro-Soft-Disk-Operating-System.
Even moving the mouse will cause the OS to go to the hard drive and find what it has to do from the os thats loaded on it.
However, if you go to Windows Task Manager, google your OS to see how to load this, you can see what applications are running and how much memory and CPU power they are using. If you see one is eating the cpu and your not actually doing anything, Right click on the process and select END TASK, that should kill the software and stop it running for that session,see if you PC then A) runs ok and B) runs better and faster.
Chances are you have picked up a virus which is relaying info about your PC back to whoever.
Run anti virus software as a precaution. And make sure its up to date
